They make noise dampening boxes.  There's foam on the inside of these
boxes for noise reduction.  You put your PC into and they have special
low-noise fans for ventilation.  We got one for our servers and it works
well.  We're a startup company without a "server room" yet, so the boxes
have to share the same big room as the user work area.
