Another approach is to consult the source. At the head of the source
tree, the command "rgrep -i restore.*session * | less" identifies some
relevant files, including browser\RestoreSessionSettings.cs. You
could probably find the answer there.
The source that I have locally on-line is mozilla-firefox-1.0+dfsg.1
from Debian, but it's widely available even outside of Debian.
