We were discussing 1990's historic Usenet archives at the LUG.
I took a quick look around, and Internet Archive does seem to have
disorganized archives going back to at least 1994.
https://archive.org/details/usenet?sort=-date

See, for example, NetNews Volume 1 and 2 publish date of 1996.

I don't know how complete the coverage is.  They have collected several
sources but it is disorganized and not easily accessible.  You'd have to
torrent everything down and decompress it and read it in mbox format.
